Two regulators, one x-ray

A radiography certificate covers the person; the equipment has its own regulator. The dental board certifies the operator, while a separate state radiation control program registers the practice where the machine is used. Texas gives a dental practice 30 days from first use to apply, mobile services and clinical trials aside (25 TAC 289.232(i)(1)(B)). Virginia has surveys done by or under a private or state inspector, every 3 years on dental machines and every year on cone beam and head CT (12VAC5-481-1621(R)). So an office can be out of compliance with nobody's certificate at fault.

What does a state ask for before I can expose radiographs?

A course, an exam and somebody's signature, in Oregon's case all 3. Its radiologic proficiency certification takes an approved radiography course or training the health authority recognizes, a pass on DANB's written Dental Radiation Health and Safety examination or a comparable exam, and an Oregon licensed dentist or hygienist certifying that you're proficient to take radiographs (OAR 818-042-0060).

Is the DANB exam the permit itself?

No. DANB writes and scores the Radiation Health and Safety examination, and the permission to expose a radiograph comes from the state, which is why boards write that exam into their own rules and then issue their own certificate on top. Passing it in one state doesn't certify you in the next.

Can I take an assisting job before I have it?

Several states are built for exactly that. Oregon lets an assistant who has finished the course and passed the exam take radiographs under indirect supervision before the certificate issues, as long as the licensee's proficiency attestation is filed within 6 months, and other states run their own grace periods tied to the date you were hired. The radiography rules attach to the act, so chairside assisting and sterilization carry no requirement of their own.
